No one designed the relay network. No committee approved the web of trust. No architect sat down and drew it out and got it funded and hired the team. It grew from people solving the problems in front of them with the knowledge they had, and the solutions fit together in ways no one planned because the problems were real and the knowledge was local and real knowledge applied to real problems tends to fit. Hayek saw this in markets sixty years ago. It has not stopped being true.
