Either you can act on what you know or you wait for someone to tell you that you may. Those are the options and there is no third one. The knowledge you hold about your market, your customer, your neighbourhood, your industry has value only at the moment you act on it. Waiting does not preserve it. The opportunity you see today is not the opportunity you will see in two years after the regulations are written and the licences are granted and the window has closed.
